For US Democrats, climate policy is now about energy bills

Democrats are reshaping climate policy into an energyโ€‘affordability issue as they head into the November 3 midterm elections, with candidates like Jamesโ€ฏTalarico, a Texas Senate hopeful, pledging lower gas prices, relief for soaring utility bills and jobs in the energy sector rather than a direct focus on global warming. Talaricoโ€™s campaign page lists โ€œenergy and environmentโ€ but centers on cheaper electricity, dataโ€‘center grid upgrades and expanding sector employment, reflecting a broader shift among Democratic candidates to talk about climate in terms of household costs.

The change comes after the Trump administration stripped away much of the nationโ€™s climate framework while wildfires, record heat waves and flooding battered communities across the country. Inside Climate News found that Democrats have sharply cut references to climate change in press releases and campaign ads. Maxโ€ฏFrankel, executive director of the SEEC Institute, said the new approach โ€œdoesnโ€™t need to be called climate policy to be climate policy.โ€ Analysts note that without a White House win, any climate legislation will have to be bipartisan, limiting the scope of what Democrats can achieve. The Inflation Reduction Act, a Democratic flagship that once offered sweeping cleanโ€‘energy incentives, was largely gutted by Trumpโ€™s tax overhaul, and experts doubt a full revival is possible this cycle.

Nevertheless, Democrats may try to resurrect select IRA provisions that directly lower household energy costs, such as tax credits for homeโ€‘efficiency upgrades and heatโ€‘pump installations. They could also expand existing credits for solar panels, batteries and critical minerals, and a bipartisan proposal seeks to add nuclearโ€‘fusion components to the manufacturing tax credit. Adrianโ€ฏDeveny of Climate Vision warns that any new measures will be modest โ€“ โ€œsingles and doublesโ€ rather than a โ€œhome runโ€ โ€“ but still worthwhile. A rare bipartisan effort is already moving a reform bill that would streamline the construction of major infrastructure projects, a step that could be passed before the new Congress convenes in January. If enacted, the bill would ease the path for largeโ€‘scale energy projects and signal a limited but concrete advance on climateโ€‘related goals despite the political constraints.
