The Trump administration is moving ahead with a sweeping overhaul of Headโ€ฏStart, the federal earlyโ€‘childhood program that serves 700,000 children in lowโ€‘income families, and has opened a publicโ€‘comment window that closes on Tuesday. The changes, announced in a federal rulemaking notice, would shift the program away from a federally funded model toward a communityโ€‘based partnership structure, cut eligibility for certain children, and reduce the federal budget that has supported the program for decades.

Headโ€ฏStart was created in 1965 as part of President Lyndonโ€ฏB. Johnsonโ€™s War on Poverty and was expanded under the Obama administration to provide preschool, health, nutrition and family support services to children from families earning no more than 130โ€ฏ% of the federal poverty line. The program is credited with boosting school readiness and closing achievement gaps. In recent years, however, the federal government has cut the programโ€™s budget by about 20โ€ฏ% since 2019, forcing states to cover the shortfall. The Trump administrationโ€™s proposal would further trim federal spending and replace some of the programโ€™s direct services with contracts to local community partners, a model that critics say has limited reach and quality control.

Advocates, including the National Head Start Association and the American Academy of Pediatrics, argue that the changes would reduce access for the most vulnerable children, especially those with disabilities who rely on the programโ€™s specialized services. They point out that Headโ€ฏStart serves roughly 10โ€ฏ% of all lowโ€‘income children in the United States, a group that already faces high rates of early learning deficits. The proposed cuts would also eliminate certain federally mandated health screenings and limit the number of children who can receive services in the programโ€™s flagship โ€œhomeโ€‘basedโ€ model. In a letter to the Department of Health and Human Services, the coalition warned that the reforms could reverse progress made in reducing disparities in early childhood education.

The public comment period ends on Tuesday, after which the administration will issue a final rule. If the changes are approved, the federal government would hand over a larger share of the programโ€™s funding and oversight to state and local agencies. The outcome will have lasting implications for millions of children and families who rely on Headโ€ฏStart to bridge the earlyโ€‘learning gap. The debate underscores how early childhood policy can shift dramatically with changes in administration, affecting both the quality and reach of services that are foundational for longโ€‘term educational success.
