Trump’s envoy has been shuttling between Moscow and Kyiv as the United States has yet to deliver on a pledge to let Ukraine build Patriot anti‑ballistic missiles on its own soil. The promise was made at a NATO summit in Turkey two months ago, but the deal has stalled while Russia has stepped up its cruise‑missile launches. Ukraine’s air‑defence systems are now struggling to keep up, and the country is running out of interceptors to stop the onslaught.

The announcement came at a time when Ukraine had been praised for its use of long‑range drones, which had helped it strike Russian positions with precision. The new promise was meant to bolster Ukraine’s defensive posture, but the lack of Patriot missiles has left the country vulnerable. Meanwhile, Russia has increased its missile tempo, launching more cruise missiles each day than it did during the summer of 2023. The escalation has strained Ukrainian air‑defence resources, forcing the military to divert assets to other priorities.

Russia’s latest cruise‑missile campaign has already fired more than 200 missiles since the start of the war, according to Ukrainian intelligence. The country’s air‑defence network has only enough interceptors to engage a fraction of those attacks. In contrast, the U.S. has not yet supplied the Patriot batteries it promised, and the delay has prompted criticism from both Kyiv and NATO allies. Trump’s envoy has been negotiating with Russian officials in an attempt to secure a ceasefire or a new agreement, but the talks have yet to produce any concrete outcome.

If the U.S. fails to deliver the promised Patriot systems, Ukraine may look to other suppliers or accelerate its own production of air‑defence weapons. Russia could use the continued missile barrage to maintain pressure on Ukrainian forces and potentially shift the balance of power on the battlefield. The envoy’s shuttle between Moscow and Kyiv signals a growing diplomatic push to resolve the stalemate, but until tangible support arrives, the war will likely continue to be dominated by offensive operations that outpace defensive capabilities.
