New Yorkโ€™s Department of Financial Services and Wyomingโ€™s Division of Banking signed a memorandum of understanding on Tuesday that will let the two state regulators share supervisory information, streamline licensing reviews and coordinate examinations and enforcement actions against digitalโ€‘asset firms operating in both jurisdictions.

The pact comes as the U.S. crypto market grapples with a fragmented regulatory landscape that has grown more volatile since the 2022 collapse of FTX and the subsequent crackdown on unregistered exchanges. New Yorkโ€™s โ€œBitLicenseโ€ regime has been criticized for its high compliance costs, while Wyoming has positioned itself as a cryptoโ€‘friendly haven with a suite of blockchainโ€‘specific statutes. Industry participants have long called for greater consistency across state lines, and the agreement aims to reduce duplicated paperwork and conflicting requirements that have slowed innovation and increased legal risk.

Under the agreement, NYDFS and Wyomingโ€™s regulators will exchange data on licensing applicants, share findings from routine examinations, and jointly pursue enforcement actions where misconduct spans state borders. The two agencies will also convene a quarterly working group to align their supervisory approaches and to develop bestโ€‘practice guidelines for emerging technologies such as stablecoins and decentralized finance platforms. The New York State Attorney Generalโ€™s office welcomed the move, noting that coordinated oversight can help protect investors without stifling growth. Wyomingโ€™s Governor Mark Gordon praised the deal as a โ€œmodel of interโ€‘state cooperationโ€ that could encourage other states to adopt similar frameworks.

The memorandum sets the stage for a broader national dialogue on how states can work together while federal agencies, notably the Securities and Exchange Commission, continue to refine their own crypto rules. Both regulators said they will monitor the impact of the partnership over the next twelve months and consider expanding the scope to include joint training for examiners and shared technology platforms. If successful, the coordination could become a template for a more unified U.S. approach to digitalโ€‘asset regulation, easing compliance burdens for firms and providing clearer protection for consumers.
