Canada prioritizes EU free-trade deal, impacting UK trade relations

Canada has announced that it is moving forward with a comprehensive free‑trade agreement with the European Union, a step that could leave Great Britain out of the picture as the country rebuilds its post‑Brexit trade relationships. The agreement, which is expected to be signed by 2025, would eliminate most tariffs between Canada and the EU’s 27 member states and create a new framework for digital trade, investment, and regulatory cooperation. The timing is significant because Canada has traditionally relied on the United Kingdom as a key partner, but the new deal will shift the focus toward Europe and away from the UK.

The push for an EU partnership comes as Canada looks to diversify its trading partners after the United States, its largest trading partner, signed the US‑Canada‑Mexico Agreement (USMCA) in 2020. While the USMCA has strengthened ties with North America, Canada’s exports to the EU are growing rapidly, making the European market the world’s largest single trading bloc. In addition, the EU’s post‑Brexit negotiations with Canada have progressed over the past few years, with both sides agreeing on many of the same provisions that were negotiated with the UK. Canada’s desire to secure a deal with the EU is also driven by the need to mitigate the risk of future trade disruptions and to ensure a stable supply chain for its key industries, such as agriculture and technology.

The new agreement will have a direct impact on UK‑Canadian trade. Canada’s exports to the UK were worth about $12 billion in 2023, while its exports to the EU total roughly $30 billion. By locking in preferential terms with the EU, Canada may reduce its reliance on the UK, potentially tightening the UK’s access to Canadian markets. UK officials have already signalled that they will seek a separate, more comprehensive trade deal with Canada, but the timing and terms could be less favourable if Canada prioritises the EU contract. Looking ahead, the UK will need to accelerate its own trade talks with Canada to avoid losing market share.
